Street Vendor Support: The PM SVANidhi scheme completed six years of operations.
1. Structural Architecture of the Scheme
The Graduation Ladder: The core funding operates via progressive, collateral-free working capital tranches. The framework starts with an initial Rs.15,000 loan (1st Tranche), moves to Rs.25,000 (2nd Tranche) upon timely repayment, and goes up to Rs.50,000 (3rd Tranche).
Fiscal Incentives: To reward financial compliance, an interest subsidy of 7% per annum is credited quarterly into the vendor's bank account for early or timely repayment. There is zero penalty for early loan closure.
Credit Cards Access: Vendors who successfully settle their second loan tranche automatically become eligible for a customized, UPI-linked RuPay Credit Card with an operating limit of up to Rs.30,000 to manage their business cash flows.
2. Socio-Economic Impact Analysis.
Democratization of Formal Credit: Independent impact assessments conducted in 2023 and 2025 revealed that 95% of all loan recipients accessed formal institutional credit for the first time via this scheme. Furthermore, nearly 30% leveraged this newly established credit score to secure mainstream market loans outside PM SVANidhi.
Deep Social Inclusion: The scheme serves as an instrument of targeted equity, with women making up nearly 46% of all beneficiaries and marginalized communities (SC/ST/OBC/Minorities) constituting 70% of the total coverage.
Digital Deepening: Over 55 lakh street vendors have been onboarded onto online platforms. They have processed over 841 crore digital transactions valued at nearly Rs.8.96 lakh crore. To drive this, annual digital cashback rewards up to Rs.1,600 are offered directly to the vendors.
The Holistic Safety Net: Under the component SVANidhi se Samriddhi, the government maps the socio-economic profiles of vendors' families to automatically link them to 8 other umbrella welfare schemes. These include the PM Jeevan Jyoti Bima Yojana, PM Suraksha Bima Yojana, and PM Jan Dhan Yojana to provide social protection beyond credit.
