National Cooperative Insurance Scheme : A flagship initiative by the Ministry of Cooperation.

The National Cooperative Insurance Scheme is a newly launched flagship initiative by the Ministry of Cooperation aimed at driving financial inclusion and extending robust social security nets across rural India.

Objectives & Vision

  • Financial Risk Mitigation: Protects grassroots cooperative institutions and their millions of members from sudden monetary shocks.
  • Affordable Coverage: Delivers tailored, low-premium insurance products to cover losses arising from accidents, health emergencies, and natural disasters. 
  • Sahkar Se Samriddhi : Aligns directly with the central government's core vision of creating a self-sustainable and resilient cooperative ecosystem.

Strategic Implementation

  • Operational Partner: The scheme is being rolled out in direct collaboration with IFFCO-Tokio General Insurance Company Limited to distribute specific general insurance solutions.
  • Broad Sector Coverage: It targets diverse cooperative-driven sectors including Agriculture, Dairy, Fisheries, Credit, Housing, and Multipurpose societies. 
  • Infrastructure Synergy: The scheme leverages existing networks, including over 52,000 Primary Agricultural Credit Societies (PACS) functioning as Common Service Centres (CSCs), alongside more than 150 cooperative banks registered as corporate agents.

Key Connected Updates (Ministry of Cooperation 5th Foundation Day)

During the July 2026 milestone event, Union Minister Amit Shah also announced several corresponding structural expansions: 

  • Pan-India Cooperative Life Insurance Company: The government is establishing a dedicated, national-level cooperative life insurer owned entirely by cooperative bodies (modeled after the success of the IFFCO-Tokio general partnership) to deepen lifecycle financial coverage
  • Bharat Taxi Expansion: The driver-owned cooperative ride-hailing platform will scale operations to 500 cities over the next two years. 
  • Digital Transformation: A major update highlighted the transition of 50,000 PACS into digitized e-PACS to streamline transparent financial transactions at the rural level.
