Highlights:
  • The interim budget has announced a slew of welfare measures for farm and rural economy, middle class, realty and housing and the unorganised sector. 
  • The burden on the exchequer due to the farm income support scheme PM-KISAN itself comes around Rs 75000 crores. 
  • This necessitates the government to explore the avenues to find the corpus to pay for these schemes.

  • The government is exploring the following avenues to fund welfare schemes: 
  • Large dividend transfers by the Reserve Bank of India and PSUs to balance the Budget deficit after funding the welfare schemes.
  • The government is expecting Rs 82,911 crore through dividend from banks, financial institutions and the RBI in 2019-20.
  • In 2018-19 the government estimates receipts of Rs 74,140 crore from banks, financial institutions and the RBI, much higher than the budget estimate of Rs 54,817 crore. 
  • The government is estimating Rs 53,200 crore as PSU dividend in 2019-20.
  • The government is expecting to raise anywhere between Rs 12,000 crore and Rs 20,000 crore through the CPSE buyback route.
  • The revenue from the Goods and Service Tax (GST) for the most part of the year has lagged behind the Rs 1 lakh crore monthly target.

  • In March 2017 the Government of India (GoI) announced that the new aim with regard to TB in India was the elimination of TB by 2025. 
  • Elimination as defined by the World Health Organisation (WHO), means that there should be less than 1 case of TB for a population of a million people.
  • India accounts for about a quarter of the global TB burden.
  • To evolve a strategy in this regard, India has put in place National Strategic Plan 2017 - 2025 which sets out the government plans of how the elimination of TB can be achieved.
  • Elimination of a disease is defined by the World Health Organisation (WHO) as there should be less than 1 case of TB for a population of a million people.
  • As a step towards eliminating TB, India has made following progress in 2018: In 2018, 5, 36,752 TB patients have been notified from the private sector.
  • There has been a 40% increase in TB notification from the private sector as compared to 2017.

  • India has successfully undertaken the demonstration of the indigenously developed propulsion technology.
  • The successful demonstration of indigenous technology is a step forward in the development of long-range air-to-air missiles.
  • The successful demonstration of the indigenously developed propulsion technology on Friday is expected to accelerate the development of long range air-to-air missiles.
  • The technology is called the Solid Fuel Ducted Ramjet (SFDR).
  • Defence scientists conducted a test of the propulsion-based missile system from the ITR, Chandipur, Odisha.
  • The performance of the second trial established a series of technologies including the ground booster, separation of ground booster and nozzle-less booster.
  • The missile was guided to high altitude to simulate aircraft release conditions and subsequently the nozzle-less booster was ignited.
  • The missile was integrated with a SFDR propulsion system, which is an all-ready version of a future beyond visual range air-to-air missile, which the Defence Research and Development Organisation (DRDO) is pursuing.
  • The first test of this advanced technology driven missile was carried out in May 2018.
  • The Defence Research Development Laboratory (DRDL), Hyderabad is the lead agency for the collaborative mission project.
  • The major difference between this missile and the regular air-to-air missiles is the air breathing ramjet propulsion technology, which helps propel the missile at high supersonic speeds (above Mach 2) for engaging targets at long ranges.
  • The SFDR Mission Project started in 2013 with an estimated funding of nearly Rs 500 cr to develop the technology and demonstrate it in 5 years.
  • The success of Saturday’s trial the prospects of India having its own armoury of very long range air to air missiles, which are the preserve of a few nations today in the next couple of years have brightened.
